On 14 March 2016, the EELC and EE made a joint submission to the Department of Water and Sanitation, commenting on its Draft National Water and Sanitation Policy. We pointed out the need for the policy to incorporate soap, toilet paper and feminine hygiene products in its definition of “basic sanitation”, and asked that the document set timeframes within which the Minister should adopt norms and standards for sanitation at public institutions.
