In this report, the Equal Education Law Centre assessed the legal and policy framework for the provision of basic education to youth in detention. Utilising the case study of alternative care facilities and correctional centres in the Western Cape, our report finds that, among others, the need to strengthen resource support and intergovernmental support is critical, and that steps must be taken to facilitate better reintegration of children into mainstream schools and communities.
