The 29 of November 2016, was the first deadline for the implementation of the Minimum Norms and Standards for School Infrastructure regulations. By this date the state was obligated to ensure there are no longer learners and teachers going to schools without water, sanitation or electricity, and there are no schools which are built entirely from inappropriate structures. Despite the three year time frame for addressing schools in these dire circumstances, the state failed to meet the deadline.
