Building on last year’s report, this fact sheet sets out the legal duties to support ‘underperforming’ schools and looks at provincial data from 2018 to 2021 on the numbers of underperforming schools, the criteria used to identify such schools, and the types of support offered in practice. Our analysis shows that there was little, in any, improvement in the process for supporting ‘underperforming’ schools in 2020 and 2021. It highlights the urgent need for
Provincial Heads of Department (HODs) to fulfil their duties in regard and ensure that schools get the holistic, tailored and effective remedial interventions.
