Every child must have access to a public school, regardless of their background or whether they are able to pay school fees.
In South Africa many schools are not allowed to charge school fees. These are called “no fee schools”.
However, the law does allow some public schools to charge school fees, but no learner can be turned away from being admitted to a fee charging public school for not being able to pay.
That’s why those schools must have a system for fee exemptions.
